The First EBU Offical release was in 2000.
IBA/Israel Television tried to get a release of all the songs in 1999 (as
the host broadcaster), but 4 countries would not give their rights, noteably
the UK. Hence a year later the EBU add a section to the rules giving them
the rights to an album release.
This year the EBU were close to securing a DVD release of the contest and
extra's it fell through at the very last minute before the event got
underway, so it would be too late for the EBU to negociate with any other
companies.

There have been unffocial albums over the years. Israel always produced a
sizable album of the Eurovision entries each year, as the songs were popular
in Israel, but owing to how small the music industry there, CBS decided to
cash in on the market and release an album, not singles of all the songs.
This was phazed out by about 1988.
Between 1989 and 1991 Carrere released a LP & CD of most of the songs from
those years, but this is VERY rare now.
The EBU produced an unoffical CD from 1993 onwards, so you should be able to
downbload most of the the post 1993 songs.
There have been a few LP & CD albums of all the winners, and a good
compilation CD album series in the Netherlands called Song Festival Hits.
Owing to the popularity of Eurovision in the Netherlands, this format now
extends to DVD's.

Be warned! Eurovision music is very expensive, due to imports etc, your best
bet actually is to come to the Eurovision rehersal week, and get CD's givern
to you;)

The answer is yes, they do release the Eurovision Song Contest on CD
format... It contains all the songs recorded by the performers. I
found a copy on www.amazon.co.uk and had it mailed directly to me this
year. Last year I went into my local music store and ordered it. I
am sure someone will correct me if I am wrong, but I believe the CD's
are a relativly new concept, the first being released in 2001.
